Who Staffing is looking for a Payroll Accounting Manager for a fulltime, direct hire opportunity with our client in Jessup, MD.
Job Summary:
The Payroll Accounting Manager is responsible for the accurate and compliant administration of multi-state payroll and associated financial reconciliation and reporting for a growing material handling and logistics organization. This role oversees end-to-end payroll processing using ADP Workforce Now, ensures compliance with federal, state, and local tax regulations, accuracy and timeliness of benefits invoicing and costs, and reporting and analysis on payroll and associated costs that support employee engagement and retention across a multi-state workforce.
Key Responsibilities
Payroll Administration:
· Manage full-cycle payroll processing for hourly, salaried, and exempt/non-exempt employees across multiple states using ADP Workforce Now
· Ensure timely and accurate payroll processing, including earnings, deductions, bonuses, and commissions
· Maintain compliance with federal, state, and local payroll laws, including wage and hour regulations
· Oversee payroll tax filings, reconciliations, and year-end processes (W-2s, audits, etc.)
· Serve as the primary point of contact for payroll-related inquiries and issue resolution
· Lead payroll audits and implement process improvements to increase efficiency and accuracy
· Manage garnishments, levies, and other payroll adjustments
Multi-State Tax & Compliance:
· Ensure compliance with multi-state payroll tax requirements, including registrations, filings, and reporting
· Monitor changes in tax laws and labor regulations across all operating states
· Partner with external vendors and internal stakeholders on compliance initiatives and audits
General Ledger Accounting:
· Post payroll to the general ledger and ensure accuracy of all accrual accounts and timeliness of payments to external vendors and tax authorities.
· Review and approve for payment all payroll and benefits-related invoices. Ensure timely payment of invoices as well.
· Support month-end and year-end close process through accurate commission and payroll accruals as well as benefits costs and associated accruals.
· Ensure internal controls are adhered to for all payroll changes, including departmental transfers, pay increase approvals.
· Support other financial accounting processes and reconciliations as needed.
Systems & Reporting:
· Utilize ADP Workforce Now for payroll administration, reporting, and analytics
· Generate regular and ad hoc reports for leadership, finance, and HR teams
· Maintain and optimize HRIS data integrity
Leadership & Collaboration:
· Collaborate with HR, Finance, and Operations to align payroll processes with business needs
· Provide guidance and training to HR team members and managers on payroll topics
· Identify opportunities for process improvement and automation
Qualifications:
· 5+ years of experience managing payroll in a multi-state environment
· 5+ years of hands-on experience with ADP Workforce Now (required)
· Proven expertise in multi-state payroll tax regulations and compliance
· Experience with general ledger accounting and associated reconciliations and audits
· Strong knowledge of wage and hour laws and payroll best practices
· High level of accuracy, attention to detail, and confidentiality
Education:
· Bachelor’s degree in Human Resources, Accounting, Finance, or related field preferred
· CPP (Certified Payroll Professional) is a plus
Preferred Experience:
· Experience in material handling, logistics, manufacturing, or industrial environment
· Experience supporting a multi-site workforce
