Job Responsibilities:
• Human Resources Leadership: Lead all aspects of a multifunctional Human Resources Department, including Benefits, Compensation, Recruiting and Selection, Employee Relations, Training and Development, Performance Management, Risk Management, and legal compliance.
• Internal and External Strategic Partnering: Collaborate with client leadership and external partners to align human resource initiatives with organizational goals and provide recommendations on performance management, organizational development, and project implementation.
• Service Delivery & Evaluation: Monitor and evaluate HR service delivery methods and procedures, recommend improvements, and oversee change management initiatives.
• Human Resources Team Management: Establish work objectives, assign tasks, review and evaluate staff performance, and administer employee disciplinary actions as necessary. Hold the HR Team accountable for service delivery to Client’s Departments.
• Policy Development: Develop, maintain, and implement policies and procedures that comply with Federal, State, and local employment law while supporting Client’s mission and strategic goals. Human Resources Information System (HRIS) Maintenance and Oversight: Administer and maintain Client’s HRIS in collaboration with the Fiscal team; maintain the platform and collaborate with the HRIS vendor.
• Benefits Administration: Oversee employee benefits programs and serve as Plan Administrator for Client’s Retirement Plan.
• Employee Relations: Address employee relations issues, provide guidance to management on disciplinary actions, ensure proper documentation, and promote a positive work environment.
• Compensation Oversight: Administer and maintain the position classification and compensation plans and verify and approve salary adjustments.
• Budget Management: Prepare and manage the Human Resources Department operating budget, ensuring effective utilization of resources.
• Special Projects: Lead special projects as directed by the President and perform other duties as assigned.
Required Qualifications:
• Bachelor’s degree in public administration, Human Resources Management, Industrial Psychology, or related field.
• 8+ years of progressive experience in human resources administration.
• 8+ years of experience in HRIS programming and Applicant Tracking Systems (ATS).
• 5+ years of supervisory and leadership experience in a human resources role.
• SHRM or HRCI certification.
• Strong written and verbal communication, decision-making, leadership, and problem-solving skills.
• Excellent, demonstrated ability to work within a leadership team
• Strong technology skills
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
• Proven ability to develop budgets and analyze detailed fiscal and statistical information.
Preferred Qualifications:
• Experience serving in an organization with multiple departments with differing certification tracking and renewal requirements.
• Experience in project management, conflict negotiations, and organizational development.
