Who Staffing is looking for a Vice President of Information Technology for a fulltime, direct hire opportunity with our client in Baltimore, MD.
Job Summary:
The Vice President of Information Technology (VP-IT) serves as our clients’ senior technology executive and strategic partner to their executive staff. This leader is responsible for shaping and executing clients’ enterprise-wide technology vision, ensuring operational excellence across all IT functions, and leveraging emerging technologies, including AI-driven automation to enhance organizational effectiveness, staff productivity, security posture, and scalability as our client expands its affiliate network.
This role oversees the management of all core IT operations (infrastructure, networks, cybersecurity, disaster recovery, helpdesk, and enterprise systems), business intelligence infrastructure and reporting development, leads organization-wide software implementation and integration efforts, and drives the development and deployment of innovative digital solutions across all departments.
The VP of IT plays a key role in M&A readiness, affiliate onboarding, and building a unified technology ecosystem across the enterprise.
ESSENTIAL DUTIES & RESPONSIBILITIES
1. Strategic Leadership & Enterprise Technology Vision
· Serve as the executive team’s technology partner, advising on digital transformation, innovation opportunities, operational improvements, and long-term technology strategy.
· Develop and execute a multi-year technology roadmap aligned to client’s strategic plan and growth trajectory.
· Ensure technology systems and platforms can scale to support new affiliates, geographic expansion, and new lines of service.
· Stay abreast of industry trends, emerging technologies, AI capabilities, and best practices to position our client for the future.
2. IT Infrastructure, Operations & Security Oversight
· Manage the Director of IT, who is responsible for all core IT functions, including:
o Helpdesk & IT customer service
o Server administration
o LAN/WAN architecture and maintenance
o Cloud infrastructure management
o Cybersecurity, monitoring, and incident response
o DRBC (Disaster Recovery & Business Continuity)
· Ensure reliability, performance, and security across all client locations and affiliates.
· Establish KPIs and service-level expectations for IT responsiveness, uptime, and support quality.
· Strengthen cybersecurity posture, ensuring compliance with federal and state requirements including CMMC/NIST frameworks.
3. AI, Automation & Digital Innovation
· Lead the adoption of AI tools for workflow automation, decision support, data analytics, and administrative efficiency.
· Build systems that improve staff experience — reducing manual work, increasing accuracy, and improving service delivery.
· Partner with departments (HR, Finance, Operations, Clinical Services, Compliance) to identify high-value automation opportunities.
· Develop an enterprise AI governance framework ensuring ethical, compliant, and safe AI use.
· Identify, test, and deploy new technology solutions that will meaningfully improve operations.
4. Software Strategy & Enterprise Applications Management
· Oversee all organization-wide software selection, implementation, integration, and lifecycle management.
· Create a streamlined approach to evaluating new software needs, ensuring alignment with enterprise architecture and security standards.
· Lead major software upgrades and conversions — including EHR systems, HRIS, payroll, scheduling, CRM, LMS, and contract systems.
· Ensure all applications are optimized for performance, user experience, and long-term sustainability.
· Build and maintain a unified “source of truth” for enterprise data to improve reporting and analytics.
5. Business Intelligence, Data Strategy & Advanced Analytics
· Provide oversight to the Director of Business Intelligence (BI), who is responsible for ensuring client data assets are structured, governed, and leveraged to support operational excellence, financial performance, compliance, and strategic decision-making.
· Support the development and maintenance of enterprise data architecture, including data warehousing and data lakes, standardized data models across affiliates and departments, and data integration pipelines across EHRs, HRIS, financial systems, scheduling, and operational platforms.
· Establish enterprise data governance standards, including data definitions and ownership, data quality controls, access and security protocols, and compliance with privacy, regulatory, and contractual requirements.
· Oversee the design, automation, and continuous improvement of organization-wide reporting, dashboards, and analytics, including executive and board-level reporting, operational KPIs, financial, compliance, and performance metrics, and affiliate and M&A reporting.
· Drive the automation of recurring analytics and reporting processes to reduce manual effort, improve timeliness, and increase data accuracy across the organization.
· Integrate AI-enabled analytics and decision-support tools to identify trends, risks, and performance anomalies, enhance forecasting, scenario modeling, and predictive insights, and improve financial, workforce, and operational planning.
· Partner with executive leadership and department heads to ensure analytics are actionable, trusted, and aligned to client strategic priorities.
· Ensure the BI function supports scalable growth, enabling rapid onboarding of new affiliates with consistent data structures and reporting standards.
6. Affiliate Technology Integration & M&A Readiness
· Evaluate technology infrastructure and systems during due diligence for potential affiliates.
· Develop and execute integration playbooks for IT systems, cybersecurity, communications, and data infrastructure.
· Ensure newly affiliated programs meet client’s standards for security, connectivity, and system interoperability.
7. Leadership, Collaboration & Team Development
· Provide executive leadership to IT staff, contractors, consultants, and project teams.
· Build a high-performing team capable of managing both operational IT support and future-focused innovation.
· Foster a culture of service, continuous improvement, and solution-oriented support.
· Model partnership-based engagement with program operations and administrative leadership.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES
Technical Competencies
· Deep expertise in:
o IT infrastructure, cloud, networks, and systems administration
o Cybersecurity programs, tools, and regulatory frameworks
o DRBC planning, testing, and execution
o Enterprise application architecture
o API-driven integrations
o SaaS systems management
o BI Data Infrastructures as well as Visualization Software
· Strong experience with AI tools (GPT-based systems, automation platforms, ML-enabled analytics).
· Ability to evaluate and implement technology in complex, multi-location organizations.

EDUCATION & EXPERIENCE
· Bachelor’s degree in Information Technology, Computer Science, Engineering, or related field required.
· Master’s degree preferred (e.g., MBA, MS in Information Systems).
· 10+ years of progressive IT leadership experience; minimum 5 years at director level or above.
· Experience in healthcare, human services, non-profit, or multi-site organizations preferred.
· Experience with M&A technology integration strongly preferred.
· Cybersecurity certification(s) are desirable (CISSP, CISM, CEH, etc.).
· AI/ML, automation, or digital transformation credentials a plus.
